美“窃听风云”再现
近日，美国再度陷入“监听门”的漩涡……
5月30日，丹麦广播公司推出了特别报道，揭露了美国国家安全局通过丹麦国防情报局接入丹麦互联网获取原始数据，以监听包括德国总理默克尔在内的欧洲盟国领导人和高级官员。此事引起欧洲舆论一片哗然。
报道称，丹麦广播公司与瑞典、挪威、德国和法国的媒体合作，基于丹麦国防情报局内部知情人士提供的线索，在一项针对丹麦国防情报局的秘密内部调查报告中发现了“惊人的结果”。
据悉，这个代号为“邓哈默行动”的内部调查报告于2015年5月完成，其中一个重要结论为：美国家安全局通过与丹麦国防情报局合作，可有目的地接入丹麦的互联网获取数据，从而能够秘密监视（监听）目标国家元首，如德国总理默克尔以及法国、瑞典、挪威等盟国领导人和高层政客。
报道还表示，美国国家安全局监听范围非常广泛，不仅截获手机短信和电话内容，还能获取互联网上的搜索内容、聊天信息等。
The U.S. National Security Agency (NSA) has used a partnership with Denmark's foreign intelligence unit to spy on senior officials of neighboring countries, including German Chancellor Angela Merkel, according to Danish state broadcaster DR.
The findings are the result of an internal investigation in the Danish Defence Intelligence Service from 2015 into NSA's role in the partnership, DR said, citing nine unnamed sources with access to the investigation.
According to the investigation which covered 2012 and 2014, the NSA used Danish information cables to spy on senior officials in Sweden, Norway, France and Germany.
欧洲多国声讨美国
对此，欧盟多国认为如果此事属实，其性质恶劣、不可接受，并敦促美国、丹麦尽快给出合理解释。
5月30日晚些时候，丹麦国防大臣布拉姆森就在一封给丹麦广播公司的电子邮件中表示，对亲密盟友进行系统窃听是不可接受的。
除此以外，挪威和瑞典政府也都在当天要求丹麦政府立即对此事做出答复。
5月31日，法国总统马克龙和德国总理默克尔在法德两国部长视频会议上，也要求美国和丹麦就监听一事作出解释。
马克龙表示：“如果该消息属实，这种做法在盟友之间是不可接受的，在欧洲盟友和伙伴之间更是不可接受。”默克尔则表示，她完全支持马克龙的表态立场。
6月1日，俄罗斯外交部发言人扎哈罗娃在“Vesti FM”广播电台直播节目中谈到了美国“窃听风云”的丑闻。扎哈罗娃批评美国将自己“排除于规则之外”，并指出被曝光的美国监听活动“不过是冰山一角”，“事实远比人们看到的还要可怕”。
European countries demanded an explanation from the United States and Denmark following the allegations of the U.S. spying on allies.
Danish Minister of Defense Trine Bramsen responded to media reports by sending an email to DR News, saying that the government will not "enter into speculation about any intelligence matters from the press or others ... systematic wiretapping of close allies is unacceptable."
French President Emmanuel Macron said on Monday that all must be clarified concerning reports on the U.S. spying and urged "complete transparency and resolution of the matter by our Danish and American partners."
This "is unacceptable between allies, even less between allies and European partners," Macron was quoted by French daily Le Monde following a French-German council of ministers.
Merkel said she "could only agree" with Macron's comments, adding she was "reassured" by Bramsen's condemnation of any such spying.
白宫“回应”
对于被欧洲媒体联合曝出的监听丑闻，时至今日，美国国家安全局都没有作出正式回应。
6月1日，白宫发言人卡琳·让-皮埃尔在例行记者会上回答相关问题时，以官方说辞回应称：“2014年，美国对自己在海外的监听方式进行了全面审查，时任总统奥巴马发布了总统指令，在很大程度上改变了监听机构的行事方式。美国将继续通过国家安全局与欧洲盟友展开合作，并对一切质疑作出回应。”
White House Principal Deputy Press Secretary Karine Jean-Pierre on Tuesday said the U.S. will work with allies and European partners to address any questions about a report from Denmark about U.S. spying on European leaders.
从未停止的“窃听风云”
实际上，这已经不是美国第一次对外实施窃听行动，素以“网络安全卫士”自居的美国，其实是公认的全球头号“黑客帝国”，甚至可以做出利用盟友监听盟友的行为。
2013年6月，美国前防务承包商雇员爱德华·斯诺登向媒体曝光“棱镜”等美国情报机构大规模秘密监听项目。
2013年10月，德国媒体曝光美国可能监听过总理默克尔的手机。
2015年，“维基揭秘”网站爆料，美国监听了德国经济、财政和农业等部门，还先后监听过法国三位总统希拉克、萨科齐和奥朗德，获取了关于他们施政的一些重要情报。
